Better soft-neo2 layout

* NEO_Y is a tap-layer NEO_L1
* Enter and space are tap actions with ctr and gui
* Removed qwertz layer
* fixed mising KC_TRNS
* Left KC_LGUI includes KC_SLSFT
* TAB is a tap action with MEH-mods
* moved PGUP/DN
* RESET on base layer (I don't use the key anyway
