Keyboard: Port over the x268 Noxary Firmware (#4339)

* port over Rozakiin https://github.com/Rozakiin/Noxary_Firmware/tree/master/noxary_x268

* rename LAYOUT to LAYOUT_65_ansi default layout

* add configurator support

* add community layout support

* put Rozakiin's name everywhere

* update readme

* problems with the 65_ansi keymap to be diagnosed later
